What are the top paid directories? I see a lot of directories that are paid or have paid featured listings. What will these do for me?

The top directories would need to show they were the best by providing results. But if they did that, then wouldn't the search engines and such be "onto" them and change the way they evaluate and ran sites in search results?

I don't think they would do that if they were the best. What would the purpose be? In order to show you how and why they are the best all they would need to do is direct you to satisfied customers and you could talk to them about why they feel that company is the best.

As I have said many times word of mouth works wonders and no better advertising about your company that with satisfied customers.

If they refuse to let you contact their customers for validation then I would be suspicious of what their claim to fame would be.
